Equity Eligible Contractor Data

Equity Eligible Contractors are businesses, nonprofits, cooperatives, or independent contractors that meet eligibility requirements established by the Illinois Power Agency Act, including being majority-owned by Equity Eligible Persons (EEPs). For the complete statutory definition of EECs and EEPs, please visit the Dashboard Glossary page.

This data provides information about certified EECs, including qualification criteria, business type, ownership structure, and regional location. Users can explore trends in EEC participation over time, demographic information to better understand who is participating as contractors, and how these diverse businesses are contributing to Illinois’ clean energy economy.

This page also includes information on Advance of Capital (AoC) requests submitted through the Illinois Shines EEC Category. The Advance of Capital allows eligible EECs to request a portion of their Renewable Energy Credit (REC) incentive value prior to project completion. This initiative supports certified small and emerging businesses by providing upfront funding to cover developmental costs, aiming to reduce barriers and support greater participation by EECs in Illinois’ clean energy economy.
