Illinois Shines MES Data

Illinois Shines is a solar incentive program that supports the development of new solar energy generation in Illinois. 

The Minimum Equity Standard (MES) applies to participating entities within Illinois Shines. Approved Vendors and Designees participating in Illinois Shines submit MES compliance information through multiple reporting stages, including a Combined MES Compliance Plan and Year-End Report as well as a Mid-Year Report, and Year-End Reports. Together, these reports provide insight into workforce demographics, EEP participation, and MES compliance outcomes reported through the program.

Currently, MES compliance data is available for Program Year 2023-2024 and Program Year 2024-2025. The data below will be updated Fall 2026 to reflect MES compliance data for Program Year 2025-2026. 

Over time, this data will support comparisons across program years, helping users assess trends in workforce participation and MES compliance outcomes within the Illinois clean energy sector.
